Sec.[Section] 1. Be it enacted by the people of the state of Illinois represented in the General assembly That it shall be the duty of the Secretary of State and Treasurer, to take charge of and safely preserve from waste, the Houses, lots[,] grounds, and appurtenances situated within the city of Springfield and belonging to the state of Illinois, they shall also safely preserve furniture appertaining to the State House,
sect.[section] 2. They the said secretary of state and Treasurer shall superintend the further completion of the State House in manner following viz: The materials procured for the finish and embellishment of the state House, they shall in part use for that purpose, other parts thereof, to consist of articles that may be sold to good advantage they shall sell and dispose of and with the moneys derived from Such sale, cause the work on the State House to be prosecuted in the manner, which to them Shall Seem most condusive to public Interest.
The buildings on the public grounds in Springfield not required for public use together with all tools[,] implements[,] and machinery procured for State House purposes and not now, required for the purposes aforesaid, the said Secretary of state and Treasurer, shall Sell and dispose of on such terms as they shall think just and proper and for the benefit of the state, the moneys received upon such sales, they shall apply to the finishing of the state House as aforesaid

Sec. 3. It shall be the duty of the Secretary of state and Treasurer, to report to the auditor, quarterly all their acts and doings in the premises, in which they shall exhibit the receipts and expenditures for the purposes aforesaid, which reports shall be accompanied by the receipts or vouchers for all expenditures made as aforesaid
