Sec.[Section] 1. Be it enacted by the People of the State of Illinois represented in the General assembly that The Governor of this state be and he is hereby authorized and required, to sell a sufficient ^

^ amount of bonds, under the provisions of the act entitled “an act to provide for
^a loan for^ canal purposes” ^68^ Approved Feb. 23d 1839” to reimburse the principal and interest due by the Canal fund to the internal
improvement fund, accruing under “an act Act authorizing a certain loan for ^41.^ Canal purposes” Approved January 21st 1839. said sum to be R raised as aff aforesaid when received by the Governor to be paid over to the fund Commissioner
Sec. This act shall be construed to authorize the Governor to borrow the said sum, over
and above the sum authorized to be borrowed for canal purposes under the said act
Feb 23d 1839.
Sec. 3d The said moneys when recd[received] shall be and the same are hereby declared to be appropriated to the completion of
the Northern Cross rail road from Meredosia to Springfield.
Sec 4. If during the present session of the Legislature any contract should be made to complete the said part of said road and the Contractors shall agree to take bonds for the same the Governor is hereby
authorized and required to deliver over to the fund Commissioner such amount of said
bonds as shall be Contracted for to Complete said road, and shall not be required to [...?] sell such [...?] amount of state bonds for cash, Provided that nothing herein shall be construed to
prevent the Governor from selling bonds to pay the balance of the ^sum^ due [...?] to the internal improvement fund as by the act of Jan[January] 21. 1839.
