Resolved by the Senate and House of Reps[Representatives] of the State of Illinois that our Senators in Congress be instructed and our representatives be requested, to use their exertions to prevent
the repeal of the Act of Congress passed at the last Session Commonly known as the Independent Treasury
Resolved that they be likewise instructed & requested to vote against all bills having
for their object the establishment of a National Bank
1On December 14, 1840, William J. Gatewood introduced the resolution in the Senate. The Senate adopted the resolution on December 21, by a vote of 23 ayes to 14 nays.
The House of Representatives approved the resolution on December 30, by a vote of 44 ayes to 31 nays, Abraham Lincoln voting nay.
