Sec[Section] 8. And the more effectually to Secure ^to^ the sate and people of Illinois their just dues, ^[...?]^ it is further enacted, that in addition to the avails which properly belong to the said state bank and branches, the stockholders and officers of said bank, Shall be, and are hereby bound, jointly and severally, in their private and individual capacity for the payment of all the debts due and owing or which may hereafter become due from the said Bank to the state of Illinois, or any person or persons, body politic or Corporate in this state.
