Resolved by the House of Representatives, (the Senate concurring herein) That the rates for apportioning the represenation of this state, according to the last state census, shall be 80002 for each senator, and 40003 for each representative.
1On December 91, 1835, Charles Gregory introduced the resolution in the House of Representatives. On Abraham Lincoln‘s motion, the House laid the resolution on the table. On December 17, the Committee of the Whole proposed amending the resolution by striking out “8000” and “4000”, and inserting “7000” and “3000” in lieu thereof. The House approved the amendment to strike out “4000” and insert “3000,” by a vote of 33 years to 19 nays, with Lincoln voting nay. They voted against the amendment to strike out “8000” and insert “7000” in lieu thereof, by a vote of 24 yeas to 28 nays, with Lincoln voting nay. On December 18, the House voted to strike out “8000”. Lincoln moved to fill the blank created by the strikeout with “8500,” but the House did not agree to the amendment, and instead voted to fill the blank with “7000”. The House then adopted the resolution as amended, by a vote of 32 yeas to 19 nays, with Abraham Lincoln voting nay. The Senate concurred with the resolution on December 21.
