Resolved by the General Assembly of the State of Illinois, That the Treasurer be, and he is hereby authorized and required, to commence a suit
against certain citizens of Springfield, for the balance due on a bond excuted[executed] to him for a certain sum of money to be applied to the building of the State House
in Springfield, and that he be authorized to employ such counsel as will best secure the interests
of the State.

Provided, That the amount due on said bond shall not have been paid within six months from
the passage of this resolution. 2
1John H. Murphy introduced the resolution in the House of Representatives on January 22, 1840. On January 23, the House amended the resolution by adding a
proviso. Representatives offered additional amendments, and the House tabled the
resolution and proposed amendments by a vote of 43 yeas to 38 nays, with Abraham Lincoln voting yea.
