Resolved, That the committee on Finance be instructed to enquire into the propriety, and necessity
of amending the revenue laws, so as to require all pedlars of merchandize, of any kind or description whatever, to take out and pay for licenses.
1William J. Hankins introduced the resolution in the House of Representatives on December 12, 1839, and the House adopted it. The Committee on Finance, on which
sat Abraham Lincoln, took no action, as the SB 2 was then going through the House.
