Black grew up on his father's plantation and served as a lieutenant during the War of 1812. He settled in Columbia, South Carolina, from whence he was elected as a Democrat to the South Carolina House of Representatives, serving from 1826 to 1828 and again from 1832 to 1835. He was then elected to the U.S. House of Representatives, where he served from 1843 until his death.
