Capps grew up in Ohio, where in 1823 he married Rebecca Walter. Together, they had seven children. In 1838, he moved his family to Fulton County, Illinois, and settled on a farm in Buckheart Township. In 1850, Capps was farming in Buckheart, and owned $7,900 in real property. Capps remained on the farm until 1860, when he moved to Canton. Religiously, Capps was a Methodist.
