Son of William F. Elkin, Thomas moved from Indiana to Springfield, Illinois, with his parents and siblings in 1825. In 1843, he married Harriet C. Church, and together they had three children. In Springfield, Elkin was employed as a dry-goods merchant and a clerk. Politically, he was a Whig.
