Hill lived in Sangamon County, Illinois, as early as 1835. In 1843, he went into business as a debt collector and financial agent. In February 1847, he became an agent for the Illinois Mutual Fire Insurance Company. He later represented additional insurance companies, and expanded his business as a collector, financial agent, and real estate agent. In the 1840s and 1850s, Hill was active in Whig politics in Springfield: numerous times he ran for city offices including mayor, register, and treasurer. By 1860, he owned $5,000 worth of real estate and $1,000 worth of personal property.
