Mills served as a probate judge in Coles County, Illinois, from 1843 to 1847. In 1850, he was employed as a druggist in Charleston, Illinois. In 1860, Mills was one of the proprietors of the Coles County village of Etna, where he managed a mercantile store and served as the village's first postmaster.
