Mitchell came from Loudoun County, Virginia, to Tazewell County, Illinois, in the fall of 1831. Mitchell was county commissioner and Registrar of Claims for Tazewell County in 1834. In July 1835, he purchased 160 acres of public domain land in Tazewell County. He was elected to the Illinois Senate for three consecutive terms. From 1834 to 1836, he represented McLean and Tazewell Counties, and from 1836 to 1838, and 1838 to 1840, he represented Tazewell County. He died at his home in 1840.
