Miner initially attempted a career as a blacksmith and subsequently worked in a wool factory for several years. In 1832, he migrated from Vermont to Scott County, Illinois, where he secured a job as a clerk in a dry goods store. He married Sophronia Alden in 1834, with whom he had six children. After the dry goods store went under in the Panic of 1837, Miner took up farming and became highly successful. He won election to the Illinois House of Representatives, serving from 1846 to 1848, representing Scott County. He earned appointment as a trustee for Illinois Asylum for the Education of the Deaf and Dumb from Governor William H. Bissell. In 1857, Miner formed a bank to take advantage of the Panic of 1857, which he sold to the First National Bank of Winchester in 1865.
