Norton moved from his native state to Shawneetown, Illinois, in 1844. In 1845, he married Attaway Jones. He was a shoe manufacturer and merchant. A supporter of the Whig Party, Norton received appointment in June 1849 as receiver of the U.S. General Land Office in Shawneetown. He held that position until 1853. Shawneetown voters later elected him city judge. In 1860, he was operating a hotel and owned $10,000 in real estate and had a personal estate of $4,000.
