In 1837, Proctor settled in Sangamon County, Illinois, with his parents and siblings. In 1841, he married Elizabeth Young, with whom he had two children. After her death in 1851, he remarried to Sibbie Young, with whom he had two children. In 1850, Proctor was employed in Springfield as a clerk. Politically, Proctor was a Whig.
