Russell was admitted to the bar and practiced in Salem, New York. He served as a justice of the peace and as district attorney before being elected to three terms in the New York State Assembly. Russell was elected to the U.S. House of Representatives as an Anti-Jacksonian and later as a Whig, serving from 1835 to 1841.
