Scroggin married Lucy Turley in Sangamon County, Illinois, in 1830. The couple settled in Logan County, Illinois, where he purchased 240 acres of land between 1831 and 1835. Scroggin was postmaster of Georgetown, Illinois, and, in 1841, won election as a school trustee in Mount Pulaski. In 1850, he was working as a farmer and owned $2,000 in real estate.
