Simms was a Whig who lived in Scott County, Illinois, as early as 1835. In 1848, he married Sarah Freeman. In 1850, Simms was a druggist in Winchester, Illinois, where he lived with his family and an apprentice. In 1850, he owned $2,500 worth of real estate, which by 1860 had increased to $8,000.
