Sec[Section] 1st Be it enacted by the people of the State of Illinois represented in the General assembly That the county-commissioners of Lasalle County, be and they are hereby authorized, to lease to Wm H. [Kinnidal?] of said county a certain [Gas?] or Salt Spring, together with a lot of ground 50 feet in length on the river and 25 feet deep including said spring, on the south bank of the Illinois River on the commons in the Town of Ottawa under such rules regulations and restrictions as the said commissioners may deem proper and expediant, provided, they reserve to the inhabitents of said Town of Ottowa a free and gratuitous use of said spring and of going to and from the same
