Sec[Section] 1st Be it enacted by the people of the State of Illinois represented in the General Assembly, That the Snicarty a Branch of the Mississippi River from its confulence with said River opposite to the Town of Clarksville in the State of Missouri, to Atlas Mills in Pike County and[on] said Snicarty is hereby declared a navigable stream, and shall at all times hereafter be a public
highway, and free for the passage of all Boats and water crafts of every description,
this act to take effect and be in force from and after the first day of June next
