Sec.[Section] 1st Be it enacted by the people of the State of Illinois represented in the General Assembly,2 That for the purpose of causing a good Road to be made across the bottom opposite the citty of St Louis, the company incorporated by an act of the Legislature of the State of Illinois on the fifteenth February 1833, Called the St Clair Turnpike Road Company shall be and they are hereby authorized to erect toll gates as provided by said act of Incorporation and charge one fourth of the tolls allowed by said act as soon as one mile of said road shall be completed east from the Cohokia creek as contemplated by said act, and whenever the said road shall be completed on one mile thereof as aforesaid, then the said company shall be permitted to take such measures as they may think best to prevent those who travel on said road from evading the payment of tolls.3
Sec. 2. That in the election of Directors of the said company each share of stock shall be entitled to one vote, and the stock holders shall be permited to vote either in person or by proxy.4
Sec. 3. It shall be Lawful for the stockholders of said company to pay their subscription to the capital stock of said company in Land or town Lots situated in this state and when the same shall be conveyed to said company by deed in fee simple the said Company are hereby authorized to sell and convey the same in such manner and on such terms as they may think proper for the use and benefit of said company.
Sec. 4. That it shall be Lawful for the county commissioners courts of St Clair[,] Monroe[,] and Maison

for and on behalf of said Counties respectively to subscribe for stock in said Company in the same manner as individuals are authorized to subscribe.

1John D. Hughes introduced HB 81, originally titled “A Bill to Amend an Act, Entitled ‘An Act, to Provide for the Establishment of Ferries, Toll-Bridges, and Turnpike Roads,’ Approved February 12, 1827,” in the House of Representatives on December 26, 1835. On December 31, the House referred the bill to the Committee on the Judiciary. The Committee on the Judiciary reported back the bill on January 14, 1836, with a substitute, in which the House concurred. The House passed the bill as substituted on January 15. The House amended the title of the bill so as to read “A Bill to Amend an Act to Incorporate the St. Clair Turnpike Road Company, Approved February 15, 1833.” The Senate passed the bill on January 15. Neither the House nor the Senate sent the bill to the Council of Revision for approval.
