Sec[Section] 1st Be it enacted by the people of the State of Illinois represented in the general Assembly, That John Witt of the county of Pope Rowland of the county of Franklin and Joseph Wells of the county of Perry be and they are hereby appointed [commissioners?] to view and Locate a Road from Golconda [in Pope?] county to Pinckneyville in Perry County, thence on the nearest and best ground so as to intersect the Road heretofore Laid
out from Pinckneyville to Livelies Ferry at or near James Coulter[’]s in grand Coat Prarrie and so much of the aforesaid road as Lies between Pinckneyville and James Coulter[’]s is hereby vacated.
Sec. 2. The commissioners aforesaid or a majority of them shall meet at Golconda on the first Monday in may next or within six months thereafter who after being duly
sworn before some Justice of the Peace faithfully to discharge the duties required
of them by the provisions of this act, shall proceede to view and Locate said Road, taking into consideration the Local situation of the
country through which the same may pass, and establish the same on the most Eligible
and advantageous ground as to make it a perminant and good Road, and the said commissioners shall on or before the first Monday in
December make or cause to be made a true map of said Road signed by them Respectively
to be Lodged by them in the office of the clerk of the county commissioners courts
of the [counties?] through which the said Road may pass.
Sec. 3. The said Road when Laid out as [aforesaid?] shall be deemed and considered a Public State road and the county commissioners courts
of the counties through which the said Road may pass shall appoint supervisors over
said Road and cause the same to be opened and Kept in repair as other State Roads
are.2

Sec. 4th the commissioners appointed under the provisions of this act shall receive a just
and fare compensation for the time they are necessary imployed in the several counties herein mentioned each county paying there own commissioners.

2State roads were those public roads established or designated by the General Assembly and usually crossed county lines. Only the General Assembly could establish, alter,
or abandon state roads, until 1840 and 1841, when the General Assembly gave counties
the authority to alter or to abandon state roads upon petition by a majority of voters
in the area of the change.
