Sec[Section] 1. Be it enacted by the people of the state of Illinois represented in the General Assembly; That it shall be the duty of the Inspectors and Warden of the Penitentiary to deposite in the Branch of the State Bank of Illinois at Alton, all monies in their hands belonging to the Penitentiary Fund. Also all notes bonds,
and other evidences of indebtedness ^[8.?]^ to the said fund within ten days after being furnished with a copy of this act. And
the Governor is ^[10?]^ required to furnish said Inspectors and Warden with such copy immediately after its
passage. And hereafter the said Inspectors and Warden shall deposite all monies which
they may receive belonging to said fund, in said Branch Bank, also all notes and bonds, and other evidences of indebtedness to said fund, immediately
upon the receipt of any such money, notes, bonds or ^[15?]^ other evidences of indebtedness. And in case said Inspectors shall fail or refuse,
on their part to make the deposites as aforesaid within ten days after being furnished
by the Governor with a copy of this act, it is hereby made the duty of the Governor
to remove them from office or such of them as shall fail or refuse as aforesaid, and
appoint others as though a vacancy had occured by death or resignation.
Sec 2 The deposite required to be made by the preceeding section of this act shall be made in the name of the Warden of the Penitentiary, and the said Inspectors and Warden shall procure an account to be opened and kept
by the said Branch Bank in the name of the said Warden

^and^ all monies belonging to the penitentiary Fund deposited in, or collected by said
Branch Bank shall be subject to the draft of the Warden as hereinafter provided.
Sec 3. The said Inspectors shall meet at least and in every month, and at each monthly
meeting they shall ascertain and determine what amount of money will be required to
be expended for the use of the Penitentiary during the succeeding month, and the objects and uses to which it shall be applied,
and make an entry thereof on the record book kept of their proceedings: They shall
[also?] make an order authorizing the Warden to draw upon the Bank, from time to time, for such sums as they may direct, during such succeeding month,
and cause a copy of said order to be delivered to the cashier of said Branch Bank as well as to the Warden. And the Warden shall be authorized by virtue of such order
to receive from the Bank the amount specified therein. The said Inspectors shall at said monthly meetings,
settle the cash account of the [...?]Warden for the previous month, and cause a full statement thereof to be entered upon
the record book of their proceedings, shewing the amount of money received by the Warden, the amount paid out, and from whom, and
for what purpose received, and to whom and for what purpose paid out.
Sec 4. It shall be the duty of the Inspectors to transmit to the Auditor of Public accounts
every

three months, a copy of each monthly statement of the cash accounts of the Warden.
The said Warden being the Treasurer of the Penitentiary fund, all disbursements of
the fund shall be made by him under the direction of the Inspectors as herein provided,
And all contracts, and accounts which shall be made and all business which shall be
transacted in relation to the penitentiary and its management, shall also be in his
name as “Warden of the Penitentiary.”
Sec 5. It shall be the duty of the Inspectors and Warden to make out and transmit to
the Governor within ten days from the time of receiving a copy of this act, a full
statement of all monies received, and disbursements made by them since their report
to the last session of the General assembly. And also a detailed report of the situation of the Penitentiary, and all things connected with the management of the same, the number of persons
confined therein, and all proceedings by them as Inspectors of the Penitentiary.
