Sec[Section] 1. Be it enacted by the people of the State of Illinois represented in the General Assembly, That James Allen, William B Ogden, David Hunter, Edmund D. Taylor, William H Brown and Henry Moore their associates and assigns, be and they are hereby constituted a body [politic?] and Corporate for the purpose of making a. . . Turnpike Road of mud, stone, or other [materials?] from the West end of Kinzie street as laid [out?] by the Canal Commissioners, at Chicago, to the river Des Plaines.
Sec 2. The capital stock of said Company shall not exceed Fifty thousand dollars, to be divided into shares of fifty dollars each.
Sec 4. It shall be the duty of the above named persons to act as commissioners, and withine three months from the passage of this act to hold a meeting and open books for subscriptions to said capital stock, and keep the same open during five days; to require each person to pay the sum of five dollars for each share subscribed for, and to give, at least, three weeks previous notice of the time and place of opening said books [in?] the newspaper printed at chicago. And when one fourth of the said Capital stock shall have been subscribed for to call a meeting of the stockholders who shall elect five persons out of their number to constitute a board of directors, and thereupon deliver the subscription books and money over to the order of the said directors.
Sec 4 The board of directors thus elected shall choose one of their number to be President and

shall appoint a secretary and Treasurer [who?] shall hold their offices one year and [until?] their successors are elected.
Sec 5. The Directors shall have power to make and construct or cause to be made and [constructed?] the said Turnpike Road in such a [manner?] as they may deem expedient, to manage the whole concerns of the company, [to make?] bye-laws for the better regulation of said [road?] the transfer of said Stock, and the [management?] of the affairs of said company. Which [bye-laws?] may be repealed or altered by a majority [of?] the stockholders at any legal meeting each share being allowed one vote, and to do all other things necessary to carry into complete effect the objects of this act, and they shall ^hold^ annual meetings for the election of officers, and if the whole of said capital stock be not taken up at the first opening of said books, they may create new stock at their pleasure. Provided the whole amount of capital stock shall not exceed Fifty thousand dollars.
Sec 6. The said company shall be allowed [to?] erect toll gates upon the said road and [to take?] tolls not exceeding the following [rates for?] [?] distance.

Sec 7. It shall be lawful for the said director to make by-laws for the regulation and management of said road, to impose penalties, not [exceeding?] . . . five dollars for the breach of said laws, to the as. . . of said company, and to recover the said [penalties?] before any Justice of the peace; Provided that all [such?] by-laws shall be published and posted up in [some?] conspicuous place on or near said road.
Sec 8. The said Directors may in the same manner make a side road or branch leading from said Turnpike in the direction to Galena as far as they may deem advisable; Provided that the said directors shall never charge tolls on the said branch.
Sec 9. It shall be lawful for the said directors to erect two bridges over the Des Plaines river, where the said Turnpikes may strike the said river, and to take tolls on said bridges at rates not exceeding one half the above named rates on said road.
Sec 10. The said company may surrender up [or?] discontinue the said road at any time by removing or opening their said toll gates, and giving public notice that the said Road is free.
