1On February 20, 1839, Jonas Rawalt introduced HB 353, originally titled “A Bill to Fix the Time for Holding Courts in the Fifth Judicial Circuit, and for Other Purposes,” in the House. On March 1, following the addition of sundry amendments by a select committee, the House passed the bill, and referred it to the Senate. On the suggestion of James McWilliams, the title was changed to “An act to provide for certain improvements in Pike county.” March 2, the Senate passed the bill without further amendment. On the same day, the Council of Revision approved the bill, and the act became law.
