Sec.[Section] 1. Be it enacted by the people of the State of Illinois represented in the General Assembly, That Jesse Blin and Stephen Mack their associates, heirs[,] and assigns, be and they are hereby authorized to establish, maintain[,] and keep a ferry across Rock River and the mouth of the Pekatonika at their Junction in the County of Winnebago, for and during the term of ten years from the passage of this act; and during said
term no other ferry shall be established or used on either of said rivers within one
mile from the mouth of said Pekatonika upwards, and the right hereby granted shall extend down Rock River within twenty rods of the section line, west li[n]e of section twenty four T[Township] 46 N.[North] R[Range] 1 E[East].
Sec 2. The proprietors of said ferry shall be entitled to demand and receive from all
persons crossing the same, the amounts and rates of ferriage established by an act
“to authorize George W. Brinterhoof and others to establish a ferry across Rock river” approved March 2nd 1839.
Sec. 3. In consideration of the heavy expenses in money and labour to which said proprietors will be subjected in putting said ferry in complete operation,
and making and grading the roads leading to it, they are allowed the term of one year
for that purpose; and in the mean time to keep and use the present ferries in lieu
thereof with the privileges and upon the terms and conditions, granted by and contained
in this act.
Sec. 4. Said Proprietors shall pay a tax to be assessed by the County Commissioners of
said County. Provided the same shall not exceed the highest sum heretofore paid for a license for said
ferry
Sec. [5] This act shall be in force and take effect from and after the date of its passa[ge]

1On December 20, 1839, Germanicus Kent in the House of Representatives presented the petition of Jesse Blinn and Stephen Mack, requesting authorization to establish a ferry across the Rock River. The House referred the petition to the Committee on State Roads. In response to
this petition, William B. Archer of the Committee on State Roads introduced HB 125 in the House on January 13, 1840.
The House passed the bill on January 27. The House reported the bill’s passage to
the Senate, but the latter took no action.
