Sec[Section] 1. Be it enacted by the people of the state of Illinois represented in the General Assembly, That Howard Yates be and he is hereby authorized to build and continue a mill dam of the height of
five feet across the muddy fork of the little Wabash river in Clay county, on the south west quarter of the south East quarter of section Section No., two, Township No., three, North of range No., eight East of ^the^ third principal Meridian, Provided the said Yates own the land on both sid[es] of ^the said stream.^
Sec 2 Said dam shall be so constru[cte]d as not to interfere with the navigation of said river the right acquired by
^under^ this act shall not be so construed as to prevent the State from making such improvements as the good of the Country may demand.2
Sec 3. Be it further enacted that John W Sullivan and George Green shall have the extention of six months from the second day of March next to finish the bridge across the little Wabash River at or near Louisville in Clay county where the road leading from vandalia to Lawrence ville crosses said river.

1On January 13, 1840, Peter Green in the House of Representatives presented the petition of citizens of Clay County, relating to a mill-dam across the muddy fork of the Little Wabash River. The House referred the petition to a select committee. In response to this petition,
Green of the aforesaid select committee introduced HB 149 in the House on January
17. The House passed the bill on January 27. The House informed the Senate of the bill’s passage, but the latter took no action.
