Resolved by the House of Representatives of the State of Illinois, the Senate concurring herein that our Senators in Congress be instructed and our Representatives requested to use their influence in favor of pre-emption rights being granted to persons now actual settlers on the Public Domain that may be granted to this State for building rail roads or other internal improvements.2
