Resolved by the House of Representatives, the Senate concurring herein, that our Senators in Congress be instructed and our representatives be requested to use all honorable exertions to procure the passage of an act to direct the Secretary of War to select a suitable tract of Lands upon the Island of Rock Island in the State of Illinois for the site of the necessary buildings for a Marine Hospital with the necessary grounds and directing a sale of the remainder of the Land upon said Island in small quantities at public sale. The proceeds of said sale to be appropriated to the establishment and support of said Marine Hospital; and that the Governor be requested to forward a copy of this resolution to our Senators and representatives in Congress.2

1On December 21, 1848, the Iowa General Assembly adopted a memorial requesting the U.S. Congress to establish a marine hospital on Rock Island. On January 6, 1849, Governor Augustus C. French presented the memorial to the Illinois House of Representatives. The House referred the memorial to the Committee on Federal Relations. The Committee on Federal Relations reported back the memorial on January 11 with this resolution, which the House adopted. On January 18, the Senate concurred.

2On February 5, 1849, Stephen A. Douglas introduced this resolution in the U.S. Senate. The Senate referred the resolution to the Committee on Commerce and ordered it printed. On February 19, Abraham Lincoln introduced the resolution in the U.S. House, and the House tabled it and ordered it printed. On February 17, the Senate Committee on Commerce reported back the resolution with a bill to authorize a section of Rock Island set aside for a Marine Hospital. The bill reached a second reading, but went no further.
