I, herewith enclose to you a Letter from Samuel B Ruggles of New York who is attorney for the State of Illinois for the collection of our demands against Delafield, Bangs and others. The Letter was enclosed to the President of the State Bank, who, in the absence of the Fund Commissioner and Governor, has placed it in my hands for such action as I should deem proper. As it relates to a subject requiring legislative action I [...?] transmit it to you to be laid before the House.
