Provided that at the election to be holden a on the first Monday of August next, [...?] in the several counties of this State a poll shall be opened in which the people shall [...?] be permitted to vote for or agaist[against] the appropriation herein made, and if a majority of all of the qualified voters voting at said election shall vote against ^said^ appropriation then and in that case the law shall be held to be void and of no effect but if a majority shall vote for said appropriation then then public buildings shall proceed as though no vote had been taken
