The Memorial of the undersigned, Citizens of the United States, engaged as SHIP OWNERS
and MERCHANTS in the Foreign Commerce of the united States, from the Cities of Baltimore, Philadelphia, New York and Boston, most respectfully represents to the Honorable Congress of the United States:
That we consider our respective interests, as Citizens of the United States, engaged
in its Foreign Commerce, fully identified with the case of the parties directly interested
in the case of the BARQUE MARY TERESA, where, by a misconstruction of the Laws of
the United States by an accredited Officer, a most serious injury has been inflicted,
and for the justice of the Government, in affording speedy relief in this case, we
shall as in duty bound ever pray, &c.
