Champlin moved with his family from Ashtabula County, Ohio, to Ottawa, Illinois, in 1836. He earned admission to the bar and opened a law practice. In 1848, Champlin entered into partnership with William H. L. Wallace--a partnership that lasted until 1851. In July 1848, he married Ann Kennedy (Kenedy), with whom he had two children. In 1850, he was practicing law and owned real estate valued at $3,600. In 1854, he was among the delegates to the first county convention held by the Republican Party in La Salle County. From 1857 to 1861, Champlin served as probate justice of the La Salle County Court. In 1860, he owned real estate valued at $30,000 and had a personal estate of $2,725.
