Dennis was a carpenter who lived in Springfield, Illinois, by 1847. In 1850, he married Harriet Shields; after her death, he remarried to Mary Ann Sutton in 1855. In 1860, Dennis owned $6,000 worth of real estate. Dennis ran for alderman and mayor several times in the 1850s and 1860s. A Democrat in 1858, he ran as an Unconditional Unionist during the Civil War. He served as mayor of Springfield in 1865.
