Foster came from Georgia and first settled in St. Clair County, Illinois, in 1814. In 1818, he married Polly Jones, and moved to Marion County in 1823. Foster and his wife had eleven children. In 1830 Foster has six other people in his household, including his wife. Foster served on the Marion Board of Commissioners from 1828-36. He won election and represented Marion County in the Illinois House of Representatives from 1838 to 1840. In 1840 Foster was still living in Marion County and had seven people in his household. Foster also served as postmaster of Marion County from 1833 until his death in 1863. In 1860 Foster was living in Township 4 in Marion County with his wife and three other people. From 1818 to 1850, Foster purchased 880 acres in Bond, Clinton, and Marion counties. He was a Democrat and member of the Methodist Episcopal Church.
