Samuel Galloway, a lawyer and congressman, grew up in Gettysburg, Pennsylvania. As he reached adulthood, he moved to Ohio and graduated from Miami University in 1833. Galloway began studying the law but soon changed direction and entered Princeton Theological Seminary as a theology student. He lasted a year before realizing that he was more suited to the courtroom. He was sidetracked once more when he became a professor of Greek at his alma mater and then a professor of languages in Indiana before finally passing the bar. In 1844, Galloway was elected secretary of the state of Ohio and attended the 1848 Whig National Convention. He was elected to the U.S. House of Representatives as a Republican for Ohio in 1854 and served one term. He ran again in 1856 and 1858 but was defeated both times. During the Civil War, Galloway rendered legal services for the U.S. War Department.

Galloway married Joan Wallan in November 1843 in Hamilton County, Ohio. The couple had nine children, with four dying in childhood.
