Gilmore moved from his native state to Mercer County, Illinois, during or prior to 1833. In the following year, he settled in the area that would become New Boston. In November 1834, he married Julia Ann Denison, with whom had would have nine children. In 1836 or 1837, Gilmore and his family moved to a farm in Millersburg Township between New Boston and Aledo, where he would live until after the Civil War. In 1849, he served as justice of the peace for Millersburg. In 1850, he was farming and owned real estate valued at $6,000. From 1858 to 1860, Gilmore represented Mercer County in the Illinois General Assembly. In 1860, he owned real estate valued at $14,000 and had a personal estate of $2,300. Gilmore served as a trustee of Aledo from 1863 to 1865.
