William A. Hall was a gunsmith, engineer, and farmer. Hall married Prudence T. Spaulding on May 5, 1822, in Middletown, Connecticut, and the couple had at least six children. Prudence died in 1852, and in April 1858, Hall married Sara Thoman in Peoria, Illinois. Hall was employed as a gunsmith at Fort Dearborn, Pittsburgh, and other government forts. In 1850, he was living in Peoria, Illinois, where he was employed as an engineer. He owned real property valued at $3,500. In 1860, he was a farmer living in Peoria and owned $32,790 in real estate and had a personal estate of $400.
