In 1833, Harrower immigrated from Scotland to New York City, where in 1838 he married Jannette Blacklock. That fall they settled in Springfield, Illinois, where they had four children. Harrower was a stone mason by trade, and he also served several terms on the city council. Religiously, he was a Presbyterian.
