Hoge graduated from Jefferson College in Ohio, studied law, and was admitted to the Ohio bar in 1836. Later that year, he settled in Galena, Illinois, where he held several local offices and was elected as a Democrat to the U.S. House of Representatives, where he served from 1843 to 1847. In 1853, he moved to California, where he continued practicing law.
