Killinger graduated from Franklin and Marshall College in Lancaster, Pennsylvania, in 1843. He studied law and was admitted to the Pennsylvania bar in 1846, and afterwards practiced law in Lebanon County, Pennsylvania, from 1846 until 1886. In addition to serving as an editor of the Philadelphia Daily News, Killinger was a member of the Pennsylvania House of Representatives in 1850 and 1851, and the Pennsylvania Senate from 1854 to 1857. A Republican, he was elected to the U.S. House of Representatives, from Pennsylvania, serving from 1859 to 1863.
