Moore moved to Kentucky with his parents, where he attended Transylvania University in Lexington. He served in the War of 1812 and was subsequently elected to the Kentucky House of Representatives, serving from 1819-1820. A Jacksonian, he was elected to U.S. Congress, where he served from 1823 to 1829. President Andrew Jackson appointed Moore as minister to New Grenada, a post in which he served from 1829 to 1833. Moore served as lieutenant colonel of the Third U.S. Dragoons in the Mexican War.
