Neale was educated in Kentucky, and graduated from medical school there. He eventually settled in Sangamon County, Illinois, sometime after 1830, and he married Cecilia Wilson in 1837. Neale took on some jobs as a surveyor, but in 1839 he moved to Athens, Illinois, where he resumed a medical practice. From 1840, he lived and practiced medicine in various towns in Knox and Mercer counties. Neale was a member of the Methodist Episcopal Church and he was also a Mason.
