Neal moved with his family to Franklin County, Tennessee, in 1808. His family then relocated to Bourbon County, Kentucky, before settling in Sangamon County, Illinois, in 1828. Neal remained in Bourbon County one year longer, where he married Melinda Miller. He served in the Black Hawk War in two of Abraham Lincoln's companies but returned to Bourbon County in 1839, where he died.
