Otis W. Norton was a businessman and state legislator. He moved from his native state west to Wisconsin, settling in Rock County in the town of Milton. In 1848, 1849, and 1850, Norton represented Milton and Rock County, as a Whig, in the Wisconsin Senate. After his tenure in the Senate, he moved to Janesville, Wisconsin, where he became president of the Central Bank of Wisconsin, a partner in Norton & Company, a commercial grain and produce distributor, and a director of the Beloit and Madison Railroad, Mutual Fire Insurance Company, and the Janesville Gas Light Company.
