Powell studied law in an attorney’s office in Chillicothe, Ohio, and then graduated from the Cincinnati Law School. Powell moved to Pekin, Illinois, in March 1836. He soon moved to Peoria, where he lived for most of the rest of his life. Powell married Hannah Ellis on February 15, 1838. Powell served as judge of the Sixteenth Judicial Circuit from 1856 to 1861. He was a Whig and then a Republican. In 1850, Powell owned $5,000 in real property. In 1860, he owned real property valued at $20,000 and had a personal estate of $5,000.
