1William Edmonston introduced HB 274 in the House of Representatives on February 13, 1837. On February 22, the House amended the bill by adding the words the county of Calhoun and by striking out the words “sheriff and clerk” and inserting in lieu thereof the words,” sheriffs and clerks.” The House further amended the bill by adding a proviso allowing the counties no more than $200 under the law. The House further amended the bill by adding the counties of Knox, Warren, Putnam, and Pike. The House refused to table the bill until July 4, 1837, by a vote of 29 yeas to 38 nays, with Abraham Lincoln voting nay. The House referred the bill and proposed amendments to a select committee, which did not report back the bill before the end of the session.
