Sec[Section] 1. Be it enacted by the people of the state of Illinois represented in the General assembly That the sum of five hundred dollars be and the same is hereby appropriated to the
building a bridge across the East fork of shoal creek in montgomery county where the road leading from Vandalia to Hillsboro crosses the same Or at the nearest eligible point to said Crossing the said Creek
Sec. 2. The sum of five hundred dollars is to be paid over for the purpose aforesaid
out of any moneys which have accumulated by the sales of the Vermilion Saline land not otherwise appropriated upon the order of the county commissioners court of montgomery county and by them applied to the building of Said Bridge in a good and substantial manner2

1Larkin Craig introduced SB 240 in the Senate on February 13, 1837, and the Senate referred it to a select committee. The select
committee reported back the bill on February 23 with an amendment, in which the Senate
concurred. The Senate passed the bill as amended on February 25. On February 28, the
House of Representatives declined to read the bill a second time.

2Selling portions of the Saline Reserve Lands and appropriating the proceeds for public works was part of the Illinois Internal Improvement System. In 1827, the General Assembly petitioned Congress for permission to sell 30,000 acres in either Gallatin County or Vermilion County. An area on the Vermilion River in Vermilion County was eventually selected for sale, and the General Assembly, anticipating
congressional approval, enacted a law in 1829 establishing the mechanism for the sale
and appropriating the revenue received therefrom. Sections ten, eleven, twelve, and
thirteen appropriated the proceeds to various counties. Montgomery County was not among the counties receiving appropriations.
In 1836, the House of Representatives rejected an amendment including Montgomery County in a bill assigning the residue of unsold lands in the Saline Reserve. Soon after the House
refused to read SB 240 a second time, the General Assembly approved an act appropriating $100 to the county out of the revenue realized from the sale of the
Vermilion Saline.
