Sec[Section] 1. Be it Enacted by the People of the State of Illinois Represented in the General Assembly That the Timbers and Rock belonging to the State of Illinois which were procured by the State under the provisions of the several Internal Improvement acts for the purpose of being applied to the construction of a Bridge over and across the Kaskaskia River on the great Western mail Rout at Carlisle in this state and hereby donated and granted to the County of Clinton to be expended and applied under the direction of the County Commissioners Court of said County to aid said County in the construction of a permanent Bridge over and across said Kaskaskia River at the point aforesaid under the express provisions and restrictions that when said Bridge shall be completed an estimate shall be made of the amount expended by the State and of the amount expended by the county and toll gates shall be placed upon said Bridge and the State and the County shall each receive the tolls collected therefrom in proportion to the amount of money paid by each. provided further if the state at any future time shall determine to complete said Road the state by paying the amount so expended by the County of Clinton with six per cent interest thereon shall be entitled to said Bridge.
Sec 2. This act to take effect from its passage.

1Joseph Huey introduced HB 199 in the House of Representatives on January 20, 1840. The House referred the bill to the Committee on Internal Improvements. The Committee on Internal Improvements reported back the bill on January 31 with an amendment, in which the House concurred. The House engrossed the bill, but did not read it a third time.
